“Double reverse” investigation

Recently, the United States, the European Union, Vietnam, Turkey and other countries have launched anti-dumping and countervailing investigations against China’s aluminum profiles, aluminum lithography plates, pure electric manned vehicles, wind power towers and wind power equipment components, citric acid and other products.

The United States launched a double reverse investigation of aluminum profiles

On October 25, the US Department of Commerce announced the launch of anti-dumping and countervailing investigations on aluminum profiles imported from China, Indonesia, Mexico and Turkey, and the launch of anti-dumping investigations on aluminum profiles imported from Colombia, Vietnam and other 10 countries and Taiwan.

 

The U.S. International Trade Commission (ITC) is expected to make a preliminary industrial injury finding no later than November 20, 2023. If the US International Trade Commission determines that the imports of the products involved pose a material injury or threat of material injury to the US domestic industry, the US Department of Commerce will continue to investigate the case and is expected to make a preliminary anti-subsidy ruling on December 28, 2023, and a preliminary anti-dumping ruling on March 12, 2024.

 

According to US statistics, the amount of US imports of investigated products from China in 2022 is about 350 million US dollars.

On October 19, the US Department of Commerce announced the launch of anti-dumping and countervailing investigations on aluminum lithography plates imported from China and the launch of anti-dumping investigations on aluminum lithography plates imported from Japan.

The EU has launched an anti-subsidy investigation into China’s all-electric passenger cars

On October 4, the European Commission issued a notice that it independently launched an anti-subsidy investigation into pure electric manned vehicles originating in China. The EU CN code of the product in question is 8703 80 10. The subsidy investigation period in this case is from October 1, 2022 to September 30, 2023, and the damage investigation period is from January 1, 2020 to the end of the subsidy investigation period.

Vietnam launched anti-dumping investigation on China’s wind towers and wind power equipment components

Recently, the Ministry of Industry and Trade of Vietnam issued Notice No. 2494/QD-BCT to initiate anti-dumping investigations on wind power towers and wind power equipment components originating in China. The Vietnam tax codes for wind power towers are 7308.20.11 and 7308.20.19, and the Vietnam tax codes for wind power equipment components are 8502.31.10 and 8502.31.20. Interested parties should register their response by December 18, 2023.

Turkey launches anti-dumping investigation on citric acid from China

On October 10, the Ministry of Trade of Turkey issued Notice No. 2023/28, stating that an anti-dumping investigation was launched on citric acid originating in China. The Turkish tax code of the product involved is 2918.14.00.00.00. The announcement shall take effect as of the date of promulgation. Stakeholders should submit questionnaires within 37 days of the announcement.
